What are you planning to do?

New or established businesses may need one or more permits to operate.

We understand that navigating through Government can be challenging, that's why the Business Support Team is here to help. 

This team will help you become operational as quickly as possible by assisting you to:

  • Apply for permits for your business or events (including; planning, building, health, community safety and events) 
  • Engage with different Council departments
  • Understand available grants
  • Connect you with industry groups
  • Advice on business training workshops and seminars 
  • Investment attraction and business establishment support

Starting a new business or changing an existing business

If you answer yes to any of the following questions you'll likely need a planning permit:

  • Are you commencing a new business?
  • Are you changing the business type from its current form?
  • Are you changing the trading hours of the business?
  • Are you applying for or altering a liquor licence?
  • Are you adding or changing signage?
  • Are you looking to alter or paint a heritage listed building?
  • Will your patrons park on the street?
  • Are you seeking a reduction in car parking?
  • Are you providing accomodation?
  • Do you plan on hosting events on private property?
  • Are you planning to commence an animal boarding or breeding business?
     

To make the application process easier, before applying, please contact the Business Support Team.

For the application, please ensure that you have:

  • An outline of the type of business you are looking to open
  • Title information for the land
  • Plan of existing conditions
  • Plans showing layouts drawn to scale
  • Effect of proposal
Building or renovating a venue

If you answer yes to any of the following questions you'll likely need a Building permit:

  • Are you planning on carrying out any internal fit outs or alterations on your premises?
  • Are you planning to carry out any structural alteration to the exterior of the building (including increasing window and door sizes)?
  • Do you want to increase the number of people that can occupy your building at any one time?
  • Are you changing the use of the premises (i.e. converting an office to a restaurant/bar)?
  • Are you altering any essential safety measures? (i.e fire hydrants, fire hose reels, exit signs, emergency lighting or paths of travel to an exit)?
Starting or changing a food business

If you answer yes to any of the following questions you'll likely need a Food permit:

  • Do you intend to prepare food or drink for sale at your business premises?
     

To make the application process easier, before applying, please ensure that you have:

  • Food Safety Supervisor's Certificate, information on how to get one can be found here 
  • Full Floor Plans of the business premises drawn to scale
  • The classification of your business (information can be found on the Food Safety Victoria Website)

Starting or changing an accomodation business

If you answer yes to any of the following questions you'll likely need an Accomodation permit:

  • Are you opening or purchasing an accommodation business such as a hotel, motel, hostel, student dorms, holiday camps, rooming house or residential accommodation?
  • Are you proposing to open, purchase or change a caravan park?
Dealing with septic tanks for business premises

If you answer yes to any of the following questions you'll likely need an Septic Tank permit:

  • Are you planning on installing a new septic tank?
  • Are you planning to alter an existing septic system?
  • Would you like any additional inspections or change the current operation of the system?
     

To make the application process easier, before applying, please ensure that you have:

  • Land Title
  • Site & Floor Plan
  • Plan for the Proposed Septic System
Starting or changing a hair and beauty business

If you answer yes to any of the following questions you'll likely need a Hair and Beauty Business Permit:

  • Are you opening a beauty therapy, skin penetration, hairdressing, colonic irrigation or tattooing business?
     

*Please note: Mobile skin penetration businesses are not permitted.

To make the application process easier, before applying, please ensure that you have:

  • Premise floor plans drawn to scale
Trading or advertising on the footpath

If you answer yes to any of the following questions you'll likely need a Footpath Trading permit:

  • Do you plan on adding to street beautification (pots and planter boxes)?
  • Do you plan on displaying goods (fruit, veg, flowers, clothing or footware)?
  • Do you plan on advertising (A-Frames)?
  • Do you plan on having outdoor dining (bollards, tables and chairs)?
     

To make the application process easier, before applying, please ensure that you have:

  • A copy of your Certificate of Currency for Public Liability Insurance (minimum $10,000,000 cover)
  • Site plan or photos of the proposed layout of footpath trading
  • Current Liquor Licence (if service of Alcohol permit is required) which can be found on the The Victorian Commission for Gambling and Liquor Regulation (VCGLR)  website
  • Liquor Licence Red Line Plan (if service of Alcohol permit is required)

Please ensure you read and understand the Footpath Trading Conditions before applying.

 

Transferring a business

If you answer yes to any of the following questions you'll likely need a Transfer of Business permit:

  • Are you are buying an existing food, accommodation or health business?
     

To make the application process easier, before applying, please ensure that you have:

  • Current Land Owner consent
Starting or changing a domestic animal business

If you answer yes to any of the following questions you'll likely need a Domestic Animal Business Permit:

  • Do you intend to open a pet shop?
  • Do you intend to open an animal shelter?
  • Do you intend to conduct boarding (kennel, cattery or home boarding)?
  • Do you intend on breeding dogs / cats?
  • Do you intend on breeding, boarding or training Greyhounds?
     

To make the application process easier, before applying, please ensure that you have:

  • A copy of the type of records that will be kept in relation to each animal association with the Domestic Animal Business Permit.
Running or organising an event

If you answer yes to any of the following questions you'll likely need an Event Permit

  • Are you holding an event on Public or Council Land?
  • Are you planning on erecting any temporary structures?
  • Are you planning on providing food or drinks at the event?
  • Do you require access to power?
  • Do you require a traffic management plan?
  • Are you going to have any fireworks or pyrotechnic displays?
     

To make the application process easier, before applying, please ensure that you have:

  • A risk management plan
  • A emergency management plan
  • Public liability insurance
  • Liquor license
     

*Please ensure that you speak to the Council Events team at least six weeks prior to a small event (less than 5000 attendees) or three months for a large event (more than 5001 attendees)
